This reverts commit 90028813a8.

This change caused a few bots to fail with 'JSON-RPC error 110: Extension error', which is odd because _getUnusedChangesInLastReload is not an extension.

Flutter tools

Tools for building Flutter applications.

To run the tests, ensure that no devices are connected, then navigate to flutter_tools and execute:

../../bin/cache/dart-sdk/bin/pub run test
